And it occured to me that type of armor or weapon does not have any influence on type of character you play or their speed of said weapon or movement speed.
To the point.
I play Heavy plate armored warrior with sword and board, walking tank, i have tons of strenght and life and i can move with 100% movement speed.
I play leather wearing bowman, Ranger, i have little strenght, lots of dexterity to speed my bow, some life and strenght to use my sword and i move with 100% movement speed.
I play cloth wearing mage with staff, Wizard, i have tons of Intelligence to up my magica (mana) and i move at 100% movement speed.
That is usual MMO that dont know encumberance or having to much stuff in his bags.
Now we have ESO that comes with stuff like
I play Heavy/leather wearing battle mage wielding 2 handed sword my main stats are magicka and health and i move with 100% movement speed like anyone else?
In my humble opinion i think ESO should introduce some kind of penalty for wearing armor and weapon out of character class.
Maybe nothing extreme but in line like playing mage class and wearing heavy armor 2% decrase of movement speed and 2% chance to fumble spells, for leather 1% both but per piece of armor so you got 5 pieces of heavy armor its like 10% less movement speed and 10% chance to fumble spells.
Weapons shouldnt give penalty but should demand some, not to big, requirement in strenght to use. If warrior can have 250 strenght (average warrior) then demand that wizard that can have basic strenght 50 and 75 at lvl 50 must have at least 100 strenght to use 2 handed sword. But same thing that warrior that learns spells cant learn them that good as wizard, have penalty for casting speed. And for bows and crossbows should be time to draw and release arows/bolts bigger then for class that specializes for bows/xbows, aka Rangers.
So basicly every class can use all armors and weapons but it shouldnt be free of charge and movment speed should also have big impact on complete game.
Movement starts with 100% when you are in margins of optimal weight distribution, if you are light (bags empty, wearing optimal armor and weapons) you get 110% movement speed and when you are heavy (tons of stuff on you) you should move 90% movement speed. With this you can optimize your character how do you want them to act, fight, move or do whatever.
Customization and optimization are good for longevity of game.
