Spell Cost Reduction

Are spell cost reduction enchantments less powerful than they used to be? I have enchanting at 100, the 40% bonus for two points in the first enchanter perk, and one point in the skillful enchanter perk, but my reduction for casting destruction spells is only 17%. I remember it being higher in another recent game I had, so is this from patch 1.7?

I might be wrong here but I think one of the patches reduced the ability for people to abuse crafting?

I thought that was just Alchemy and Smithing? And I don't use either in this character.

it's a good change, if you can't get 100% spellcost reduction anymore.

I thought zero cost destruction spells were fun, and is balance really an issue on a single player game if you can still have fun with it?

Destruction is so wimpy, I wouldn't rely on it even if I could get the magicka cost down to zero. I only use it because I couldn't hit a mammoth's butt at 5 feet with an arrow.
