The idea is to give players the ability to make their own scrolls.
Have it be done at a new crafting station, and require some reagents in order to limit the overuse of it. In terms of learning spell effects and deliveries, you would have to "study" spells which you know. One way to make this balanced is say needing to be the next level up from a spell in that school (novice/apprentice/adept/expert/master), as well as having cast that spell (for the purpose of gaining exp lets say to make sure its not just spamming) a certain number of times. In terms of deliveries, you would know the simple ones and could learn more advanced ones like runes, sprays, area of effect by having learnt all the spells of that type in the basic spell system.
A scroll would be created out of the following (using enchanting as a starting point to base the crafting system off): magical paper, spell effect, delivery type, (and maybe a secondary spell effect as well), reagent (maybe soul gems? or something new?).
And of course I would love to have more spell effects than the current status of magic in Skyrim, but I think that should be left to another mod. As it is allowing different deliveries already makes for some cool new spells like Fast Healing Rune, or Targeted Invisibility, or Paralysis Rune. The possibilities are endless, and ones that don't make sense would have to be not allowed similar to how enchants can only work on certain armour pieces.
Anyways I'd love to get a team together to help me realize this, as I'm not too familiar with the mod creation process, especially since I am terrible at models/textures, but I can code well, so If anyone has more ideas on how to improve this / wants to help with the project, I'd appreciate the feedback/help.
