So, i have 65 in destruction magic, and ive learned all the spells in the collage, (im archmage there to)

Now when i look at the perks, there are 2 perks that stand out "Expert destruction - Expert level destruction spells cost half the mana to cast" "Master destruction - Master level destruction spells cost half the mana to cast" Where are these spells ? .... ive tried to find them on google but no results

Probably haven't come into your game yet. They won't until you're a high overall level because of the level scaling.

Apparently specialisation means nothing in Skyrim.
