Does anyone know the qualifications for an NPCS to be able to sprint? I always thought none could but today I got rushed by at assassin dual weilding daggers and it kinda caught me off guard. I wish they would use it for more enemies. Also, followers are so slow, they need to be able to.

They always have. As have sabercats and bears.

But I am certain I have never seen a bandit or mage sprint.

I have seen Bandits do it, today actually. Mages, well, they're always running back.
