So i just made a character for dawnguard, and i deleted my other character so the only save i have is before they ask "who are you?" and i make my character and all that but when i get put on the chopping block Alduin just fly's around and doesnt land on the tower.....so until this bug is fixed i cannot play Skyrim. Its a bummer and i hope sombody reads this or if somone knows how to get by this or has had the same problem......

This is a 1.6 bug. Just make a new game again and that should fix it.

I had to restart 3 times, it worked on the fourth.

Actually I remember this bug happening to me a couple months ago, can't remember exactly the patch, I think 1.4 though.

Has happened to me, too. Did you start your new character by loading the save the game makes as soon as you step off the carriage? If so, just delete that save, make a new game by going to the main menu and selecting "New," and it should be fine.

For some reason that save file can get corrupted so that it doesn't script properly, or something to that effect.
