I've got a range-based character, and am on my way to maxing out the Archery tree. I've got both ranks of Steady Hands, but when I pull back the bow (left mouse button), then zoom in (right mouse button), time doesn't slow. Even with all mods turned off, it doesn't slow time. People are still walking around at normal speed. I even tried removing then adding the perks via the console. Any ideas?
