i know the console version of portal came with a code to get a free dl of it on your steam account for pc. i was wondering if there was going to be such an offer for Skyrim, if so that would be awesome

Nope. Valve does that to promote their Steam service. Bethesda would have no nominal gain by doing something like this.

i was just thinking that since you already bought a copy of the game what is the difference im saddened that i cant do this for skyrim

The difference is, why give someone two copies of the same game when you can charge them twice?
