Do Trading Caravans buy stolen items? or is it only the Thieves guild? is there anymore who buy them?

There are some perks in the speech tree which will allow you to sell shady goods to whoever you please even if they don't specialize in that particular item.

There's another way you could sell stolen item to them.

Just Thieves Guild unless you have the perks
