Frea mentioned the Tree stone. Can I find it in the game for a power or is it just for story related lore?

Yes you can find it, it's at Miraak's Temple.

You don't have to use Bend Will on it, you can just walk up and use it.

You have to complete the Dragonborn Questline, then it allows you to use it. It's a pretty decent power to have if you're in a pickle.
