To answer the questions:

1. Discussion of "child-killing" mods is not allowed on this forum. Any topics about child-killing will be locked immediately.
2. There were no children in Oblivion, but there were in Fallout 3.
3. The crime reporting system is a piece of programming. Individual NPCs do not report crimes to in-game guards.
