? What are "console commands" ? Is that a PC thing?

Yes, it is a PC-only thing.
In Morrowind and Oblivion, you could spawn any item in front of you. As long as you knew the item-id in the game. And the item-ids could be found on UESP and other wiki-like websites. Very convenient. I don't like cheating in games, not even single-player games. But some times, when you made a big mistake, or there was a bug, or the game did something very unexpected, it is nice to be able to correct such mistakes via console commands.

If you drop things somewhere in the world, they will not be safe.

Part of the Radiant Story allows NPCs to pick things up (though, they did this in Oblivion too) but can also cause events.

Drop a sword in town and a kid might bring it back to you asking if you dropped it.

Drop a diamond in a bar and the patrons might begin fighting over it.

I dropped a bunch of stuff that was pretty worthless but weighing me down in a store; I came back later and the shop keeper had made them part of his inventory.

This has never once happened to me. I dropped about 3 diamonds in the middle of the town square in Whiterun, and no one said a single thing (not even the begger asking for a septim). I picked up two and left one there, went out questing (about three days in-game time) and returned to find it laying there still. Same with dropping all manner of items in stores, bars, etc.
