I'd like to know this also. I'd prefer to find out more via in-game dialog, but there's only so much I've been able to get.

The Burned man was Caesar's Legate at the time, named Joshua Graham.

He lost, Caesar had him lit on fire and thrown into the Colorado.

He was supposed to play a bigger role in the canceled Fallout 3( Van Buren) which was supposed to have a time frame and setting a lot like that of FO:NV.

I'm not sure if he's in FO:NV.

You'll find out as part of the storyline, but...
Spoiler

He was Caesar's general during the Battle of Hoover Dam five years previous to this game. When the Legion lost, he was covered in pitch, set on fire, and thrown into the Grand Canyon. Since they mention him so much in this game, I have this suspicion that he'll play a part in the first DLC.

EDIT: Ninja'd!
