This is the second time I've gotten stuck at the same point in this quest. I've got to defeat Alduin but the Jarl of Whiterun will not let me use Dragonreach to capture a dragon while the civil war is raging. I talked to the Greybeard Arngier and he has agreed to host a peace council if Ulfric and Gen. Tullias agree to attend. I talked to Ulfric and he agreed to attend.

Here's where I'm having the problem. Every time I talk to Gen. Tullias, all he say is 'Am I willing to join the Imperials?'. I can't get past that. I get no other conversation out of him.

I've even gone back many saves ago and restarted other quests leading up to this quest, but always the same.

Someone mentioned that I should re-introduce myself to Tullias but how do I do that?

Should I reset several quests prior to this one? If so, how do I reset quests (what is the console command)? Does resetting a quest change your XP level?

It'd be nice to do this quest the right way, rather that just choosing one side and doing the civil war.

If this is the first time you've talked to Tullius since Helgen, you will have to go through the preliminary dialogue about surviving Helgen first, and him saying something about joining the Legion. Just start that dialogue and let it go until it gets to the point where he's talking about joining the Legion, then disengage without taking him up on that offer. Tab or exit out of the dialogue options, don't respond to the talk about joining up. Then "activate" him again to start another conversation, this time you should have the option to tell him you have a message from the Greybeards. You can't tell him that without having the preliminary "introduction" conversation first.

If you start talking to him and get to the point where you've been instructed to go talk to Rikke about enlisting, you didn't get out of the first convo early enough. Don't let it go that far or Tullius will not talk to you again at all because you've been "ordered" to see Rikke about joining up.
