Stuck in Season Unending quest : V

This is the second time I've gotten stuck at the same point in this quest. I've got to defeat Alduin but the Jarl of Whiterun will not let me use Dragonreach to capture a dragon while the civil war is raging. I talked to the Greybeard Arngier and he has agreed to host a peace council if Ulfric and Gen. Tullias agree to attend. I talked to Ulfric and he agreed to attend.

Here's where I'm having the problem. Every time I talk to Gen. Tullias, all he say is 'Am I willing to join the Imperials?'. I can't get past that. I get no other conversation out of him.

I've even gone back many saves ago and restarted other quests leading up to this quest, but always the same.

Help. What am I doing wrong?

That's really wierd. I used to have that problem with ULfric when I'm neutral a few patches ago but Tulius always just says its pointless but he'll humor me and go. Sorry I can't really be of help here I just waited it out afew patches and he finally agreed but he did want me to agree the empire was scum.

If both Tullias and Ulfric has agreed to attend, then I think it's Arngier you have to talk to to proceed.

Have you done the bit where you "reintroduce" yourself to Tullius? If you approach him about the peace council and it's the first time you've talked to him since Helgen, usually you have to do the introductory dialogue where he realizes that you were at Helgen and escaped. The trick is to disengage from the conversation without going into the bit about wanting to join the Legion - you just have to disengage from the conversation without going that far and then re-engage him in conversation and for me, at least, that would give me additional option to talk to him about the peace council.

From UESP:

When organizing the peace council, the dialogue option "I have a message from the Greybeards" may be missing from Ulfric and/or Tullius. This was done intentionally by the developers to prevent various quest conflicts, and generally means that you need to progress further in the Civil War. Some specific circumstances where it happens are:

If you have not yet joined either the Imperial Legion or the Stormcloaks, and you have not talked to Ulfric and/or Tullius since Helgen, you will be forced to first talk to them about Helgen, at which point they will suggest that you join their side of the conflict. To proceed, simply finish and exit the first dialogue, then start a new discussion, at which point the option will appear.
