I cannot get off the boat to solstheim. I began the new Dragonborn questline by defeating the cultists, reading their orders, and traveling to Windhelm. I talk to the captain and he takes me on the boat. The loadscreen works fine, and I "arrive" at the port in Solstheim. Once the boat stops the boat completely disappears and I am stuck. I cannot move, cast, bring up the Map/Skills/Inventory/Magic menu, nor can i move or look around. I can rest, which does not fix the problem, and i can pause the game to save/load/quit.

I've tried making a save at this point and reloading it. It fails.

I've tried reloading to before I leave the port and the issue reoccurs again.

I've tried moving the DLC all on to one storage device, and the issue continues.

I've deleted the DLC and reinstalled it, and it continues to give me the same problem.

Is this a known issue? What other suggestions can anyone give me? I would really like to enjoy the new DLC

EDIT: I have now tried clearing the cache and restarting, no change.

EDIT2: Deleting ALL skyrim DLC, clearing the cache and reinstalling all the DLC worked.

The point of clearing the cache is to get a clean install of the game, so installed game, DLC (all of it), patch everything has to go and be reinstalled and downloaded again. Then the game might be able to find what it is meant to be loading. Download and store everything on the console HD if possible, rather than an external storage device.

I have cleared the cache and reinstalled the Dragonborn DLC.

I have a black Xbox Slim, so it has no HDD, but everything is on the main flash memory.

Now I am trying to delete all Skyrim DLC, clearing cache, and reinstalling everything.
