Stuttering and Texture Loading

I have two problems currently - despite the game running very well, I get small, but noticeable stuttering, which is especially visible during vehicle play. The issue is present and does not change even if all the settings, including the resolution, are lowered to the minimum. Secondly, the textures seems to load quite slowly, so when I turn around, I can see them loading for half-a-second. I have followed http://www.geforce.com/News/articles/how-to-unlock-rages-high-resolution-textures-with-a-few-simple-tweaks link, and the problems remain with or without the tweaks. I have also updated to the new driver from Nvidia. My specs are:

Quad Core i7-2600K @ 3.40GHz
GTX 580
8 Gigs of RAM

I have searched for the solution, but there doesn't seems to be an answer. Help me please.

Nope, doesn't work. I did notice something else, though - it seems to run fine for a minute or two, and then the stuttering appears.

This is a long shot but try to see if the game reverts to its old setting after one gaming session (check the in-game options and your config file). If memory serves, I've read somewhere that it does this for the Vsync option though I'm not really sure.
