Well I'm sure it was a combination of all the things people have posted but I was still getting the stuttering when others had it resolved. So I looked further and sure enough I had a corrupted cache file.

I fixed this by... right clicking on RAGE and going to properties then to LOCAL FILES TAB Then Verify Integrity of GAME CACHE.

FIXED! AWESOME!

It didn't fix it...I was just lucky for about 30 secs...then the stuttering happend again
