Stuttering returned after latest patch. Loading cells involv

Hi, since the latest updates (the new HD texture pack) the dreaded stuttering has returned to my game.

My PC is more than capable of running Skyrim (Nvidia 560ti, AMD FX 6300 (6 core CPU), 8gig DDR3) and runs smooth as butter except for regular intervals. It's most noticeable in 3rd person but I get in in 1st person too to a lesser extent. I've tried everything to find out what is causing it, re-installing the game, removing all mods, windowed mode, all the suggestions I've come across on the net.

I then decided to check if it had anything to do with loading the cells into the game, so I used the TOGGLEBORDERS console command to display the cell borders (they appear as yellow lines). Lo and behold every time I cross a line, it stutters. So I know it's all to do with loading the surrounding areas, but why? My PC is more than unto the job and was fine before the update. I have managed to control it slightly by lowering DISTANT OBJECT DETAIL from ultra, to medium, which suggests it is again to do with what, or how much is being loaded in. I've messed with the number of cells the game should load in, going up to 11 and back down to 3, none of this helps. You name it, I've (probably) tried it.

All my drivers are up to date, including motherboard etc and the BIOS is set up correctly (I'm a PC engineer, I build PCs for a living so I know what should and shouldn't be set, but I'm open to correction). However as mentioned, the game was fine on this system before the update and I've not changed anything to affect it.

Does anyone else have this issue? Not the stuttering I know a lot do, I mean stuttering on cell transition.

Any suggestions to fixing this is appreciated.
