Quick system stats: Intel Core-i5 2500k, 8gb of RAM, Radeon 6870 (w/ AMD CCC ver. 12.3)

OK, I've tried adjusting my CCC settings, I've tried the configuration file trick, I've even tried reinstalling the game (TWICE) and I still have this terrible issue with Vertical Sync never staying on. I have really bad screen tears that go across the screen and it's horrible to look at. Rest of the game runs just fine, EXCEPT FOR THE SCREEN TEARS.

Does anyone know how to fix or at least force V-sync to stay on?

That's odd. I had the same issue with a certain driver which I can not remember, but fixing it was as easy as getting a 'proper' driver, and then letting the game do the configuration on it's own - as in no driver overrides et.c.
