V-Sync problems

I have a problem with V-sync always turning itself off and causing massive tearing issues. I even tried forcing V-sync by adding "+r_swapInterval 1" to the RAGE launch options in Steam and it still turns off :\
Anyone else have this or have any ideas on how to fix it? Also Smart v-sync doesn't work as well.

Windows 7 64bit
Core i7 980X 3.33GHz
12GB RAM (1600Mhz)
2x GeForce GTX 480 1.5GB VRAM (SLI Disabled)

Go to your desltop and open up your Video card control panel. go to your vsync option and turn it to On, Application Controlled or On unless Application Specifies (either depending on what driver version or type AMD or NVidia) Then go in game at main menu and change your vsync options from there. Keep in mind you may experience a 50/50 chance of crashing when changing the options if your using an ATi/AMD card. The setting swill save if you crash jsut double check them and see if its on, do not use SMART if you are using an ATi/AMD card. it will revert to OFF.

If you are running RAGE in full-screen mode and you ALT-TAB to a different application you may lose your VSync setting. When you switch to a different application VSync stops functioning. RAGE detects that VSync is no longer working and automatically switches back to synchronizing to real-time to make sure the game time advances
in a consistent manner. We are actively working with the graphics vendors on a solution to this problem.
Also make sure in your control panel vsync is on unless Application Specifies, that fixed Smart Sync for me.

There an issue with the NVIDIA driver that apparently has a hard-coded Rage profile with vsync set to 'forced off', I had this, and manually adding a profile for Rage.exe and just making it use the global setting (which I've set to use whatever the application wants) made everything work for me. Thanks guys, that fixed it. Now if only we can get some High res textures, it's odd seeing some high res textures mixed in with some low ones
