I just installed the game and found that I'm having really bad frame rates (<10fps) on max and lowest resolution. The start menu and opening cinematic are fine; it's just in-game. I looked up the recommended specs and I think my system can handle it, although I'm not 100%. Here's my system:

DirectX 11
Microsoft Visual C++ 2010 x64 and x86 Redistributable
i7-2860QM @ 2.50gHz w/ Turbo Boost to 3.60 gHz (Sandy Bridge Quad core)
ATI Radeon HD 7690m XT (renamed 6770m I think)
8GB RAM
1T HD
