Target conditions and projectiles

Hello! Got a newbie Q for ya.

Do inflight projectiles use whatever the attacking actor's relevant combat values are at the time of impact to determine damage, critical chance, etc.? If so, what happens if, during the projectile's flight, some of the values I intended for when that projectile hit, suddenly change, if for example the actor performs another action? Seems that I can't do this with just using the condition system. Do I need to have a script attached to every actor that the PC can attack? If so, how would I go about doing this?
