I'm having trouble finding the telekinesis spell. Anybody know where I can get it? Do I have to be a certain level for it to be accessed?

I believe you must have an Alteration skill level of 50. Only then does it become available from for sale from Mages and Court Wizards.

Tolfdir (college of winterhold) and Wylandriah (riften palace) sell it once you've reached the required level.
