The setting is Elsweyr, and as the screen fades in you find yourself shuffling through the desert, with weights shackled to your feet with other people in a chain gang, being escorted by Thalmor troops. You continue shuffling for a few minutes, when all hell breaks loose. Arrow that seem to come from nowhere start to strike down the Thalmor around you, and a band of resistance fighters armed with sabres and crossbows start charging over dunes towards the line. The Thalmor arrange a skirmish line, and a stray officers horse breaks free and charges through the prisoners, knocking you down and runnning you over. You black out for a few seconds, and wake up to one of the Khajiit fights standing over you, trying to get you to drink from a canteen. After he puts it to your lips, he asks you who you are, prompting a customization screen.
The main quest is compromised of joining the multi-racial Resistance fighters and retaking Elsweyr.
