Thalmor in Markarth hostile, and I don't know why.

So I was in Markarth, and the Thalmor were not hostile. I left to kill some bandits/forsworn, and when I got back they were hostile. As soon as I come into view they attack me. Which three Thalmor doesn't bother me, I've been looking for an excuse to kill them.... However once they become hostile ALL the guards become hostile as well. I already killed all the guards in this city during a previous mission

and they are just starting to respawn plus I don't want that big of a bounty right now.

The only things I've done since leaving were kill some bandits, kill some forsworn, kill some animals... Didn't even kill any Thalmor agents.

I also discovered Sky Haven Temple by mistake. I couldn't do anything once there, so I left. I think that could be it, I've never made it that far into the MQ and I don't know if killing all the Thalmor happens before going in there. If so this could be a glitch because I went there, and I assume if this is the case it is permanent. If so, will this mess up any future quests? I know there is something about their embassy, is killing everyone from the start(because they are hostile) an option? I just want to make sure this isn't a long term problem before I play another hundred hours. I would rather load an old save now to fix it.

I also killed some Vigilants of Stendarr before entering Markarth. I know I've seen issues before where I kill someone... no witnesses, but then half a mile down the road someone else is hostile because of it. For instance killing a farmer, then the next random spawn point was the Nobel with a guard. Guard tried to attack me, and when I killed him it gave me a 1000 bounty so of course I had to kill the nobel and his horse so there were no witnesses. But I think if this was the issue the guards would have attacked me long before the Thalmor..

Odd, though something similar happened to me. All I did was revert to a save I made an hour earlier and the problem didn't occur again.

Try reloading the same save if that doesn't work reload an earlier save and if that doesn't work try to lure them to an area the guards cant see you, if that doesn't work kill them and run out of the city, comeback later and pay the fine.

The only quest those particular thalmor have any effect on is the quest they gave you which is to break into a bards house and find out if he worships talos, once you return they give you a levelled amount of gold and apparently arrest him. (Though they never do).

So I tried reloading the same save even after restarting the xbox. Didn't help.

I killed them all without being detected. Then I left, and came back. So the guards around Markarth leave me alone, the guards in the back areas of the keep leave me alone, but the guards around the Jarl all attack me on sight.......

So loading to the previous save, and this time I will not go in Sky Haven Temple.

What Thalmor are you talking about? The ones that walk back and forth kind of near the Jarl?
