I can't figure out how to become Thane of Dawnstar. I read on one of the Wiki pages that you have to complete the waking nightmare questline (which I did) and then help 3 ppl in town. I have the quest to help 3 ppl but that's where I run into the problem. This is the list of possible ppl you can help that I've found:

• Give a drink to Karl, one of the miners.
  
• Sell ore to the iron mine owner Beitild
  
• Bring Night Falls on Sentinel to Rustleif
  
• Fetch Fine cut Void Salts for Captain Wayfinder

I gave Karl a drink and my quest is still 0/3. I've finished all the Dark Brotherhood contracts so Beitild has been dead for quite a while. Captain Wayfinder isn't on his boat and I can't seem to locate him anywhere else in town. Rustlief isn't located by the forge and isn't in his house. Also can't find him anywhere else in town. Any ideas/suggestions as to what I can do to complete this quest and become Thane?

You left out Frida.

Also I'm pretty sure selling ores don't count.
As for the missing characters just go to the location they should be at and trying waiting till it's 10 am to 5pm the next day. This should make them show up. Also the NPCs sometimes hang out in the pub, so that should be the other location you should be looking at. I've found various Jarls there sometimes too.

I tried what you suggested, got to Dawnstar about 1pm, stood on the boat where the Captain should be, and waited 24hrs. Still not on the boat or in the tavern/inn. I also waited at the blacksmith and he's still not there or in the tavern. Tried talking to Frida and the only dialog she has is about how long she's been in Dawnstar which doesn't lead to a quest.

I'm starting to wonder if a dragon killed these guys...

ok sorry it took so long to report back. Haven't had time to play the last several days.

None of those options helped. Just ported me to random places in Dawnstar. I tried Rezzing the NPCs and that made them appear at least. I'm guessing a dragon really did kill them. But I'm guessing they're bugged now or something because I get no dialog from either of them. Not even the blacksmith. Guess thane of Dawnstar is just out of the question for me

When you resurrected them, did you also disable and enable?

Dragons are petty nasty for wiping out quest givers and merchants.

You could just finish the quest via console commands, and not worry about it. Beng the Thane of Dawnstar doesn't really give you anything.

Try accepting the fight from the guy who hangs around the barracks and there is a quest in the alchemy shop. thats how I got thane.

If you killed one miner, you can always sell ore to the other, it does work. Note that you collect the correct ore (e.g. from the owner's mine) to sell.
The captain was on his boat for me, don't know where he could've gotten to.

I did enable. Didn't know I had to disable as well. I'll try that and see if it helps.

Yeah. If i can't figure it out then I'll do it that way. I know it doesn't really give me anything. I just wanted to do it for the sake of doing it. Same reason I'm trying to avoid console commands to complete the quest. I want to do the side quests just to do them.

I'll have to check on the barracks guy. Not sure if I've hunted him down or not. As far as the alchemy shop goes, Ji Soo had already mentioned that but when I checked there and she didn't have a quest for me.

The other miner is missing for me too. The captain was dead bc of a dragon attack (I'm guessing). Clearly this dragon wiped out half of the town population!

ok. Logged in tonight and the captain and the blacksmith were magically fixed. Guess I just needed to exit the game and go back in. Was able to get their quests just fine. Did end up having to rez the other miner to complete the Thane quest but I did finally get it finished. Thanks for all the help everyone!!
