Trying to be the Thane of the Pale so I can get the HF house.

I'm level 8 now. I've finished the Waking Dream quests. Found the Void Salts, found the alchemy ring, mined in both mines and sold the ore, got the book, basically did a lot more than I really needed. But the Jarl never gives out the giant bounty, it's just the same two options every time.

Does anyone know a way around this or a console code to get him to give the quest?

Dang it. Never mind I think. I just read the giant quest again and it says you have to be level 22. Well more work then.
