Would be grateful if a PC user could check this using the console, I play on xbox 360 so unfortunately I can't. If the damage is unaffected, it will save me some perk slots. Thanks in advance.

Make a save, take perk, check damage of bolt in spell menu, if affected play on - if not reload....

I will do eventually if I don't get a response, but it takes quite some time to do the relevant DG quests and level up destruction adequately too which is why I was wondering if anyone knew offhand.
