The Bend Will shout problem

The bend will is not even highlighted in the Shouts list, how am I suppose to continue now? how can I now progress with "The Fate of The Skaal"?

Get a dragon soul and unlock it. Miraak only steals a certain % of the souls of dragons you have slain. So if you just keep kiling dragons you will have a soul to use rather soon.

As said above, you need to unlock the shout with a dragon's soul. Then you can use the first word :)
