Is the "Commonwealth" more than just a location?

From trailers, gameplay demonstartions and references in Fallout 3, we have a pretty good idea about what some of the major and/or minor factions in Fallout 4 are going to be — BoS, The Institute, The Railroad, Minutemen, etc.

But do you think that the "Commonwealth" will be more than just a location and rather also be a major faction governing that area of the wasteland, much like the NCR was the name of a nation and the name of a faction in FNV?

In Fallout 3, we got a hint as to what quests in Fallout 4 would involve: Androids, The Institute and The Railroad. And some of us have even speculated that while finding your family would be the catalyst quest for exploring the waste, the main quest would involve android liberation from The Institute. However, since Bethesda likely knew from the Fallout 3 reference to androids and the Commonwealth that we — the palyers — would be expecting such a questline, what do you think the odds are that quests related to android freedom and The Institute are not the main quest at all?

Most of us see that questline coming from a mile away, so I wouldn't put it past Bethesda to throw us a curveball and make the main quest something totally unexpected. That's why I'm wondering if it's possible that Commonwealth is actually a faction and part of the main quest, a main quest that none of us are expecting.

Thoughts?

Given how heated debates on the topic of androids and if they deserve freedom get, it will be interesting to see it play out in the game and on the forum. It may not be THE main quest, but I think it will be a major quest nonetheless.
