So, when I'm trying to lure Odahviin or however it's really spelt I can never get him to land. I've tried dragonrend, and it's a pain to hit him, in the off chance that I do he disappears from the sky. The quest marker then moves to a place he is not at.

To clarify: I have obtained the shot Call Dragon from Esbern/Arneigr. I went to Dragonsreach spoke to the Jarl Vingar (Stormcloud overtook it) and we started the plan. I call the dragon it flys above Whiterun with no chance of him landing. I occasionally land a dragonrend on him and he disappears into thin air and the quest marker appears where he "should've" landed.

Is there a different method at getting him to land or is this glitched? I greatly appreciate any answers I want to move on in the main story line.
