The Imperial Legions and Lack of Reinforcement in Skyrim

I just talked to Tullius in the peace negotiations with the Greybeards and when I tried to convince him to attend I got the option to ask why he hadn't received reinforcements. His reply was that the Emperor had placed most of the Legions along the border of the Aldmeri Dominion and something about the Skyrim Civil War only being a small issue in the Emperors eyes compared to the coming war with the Dominion.

Just a little fun tidbit I haven't seen brought up before.

When you talk to him, Cicero notes there's been a lot of strife in Cyrodiil(And the nightmother's crypt in Bravil was...DESECRATED), hence why he left it.

I'm guessing Mede probably has his hands full trying to prevent a rebellion in his own province.

What Cicero was talking about is the skooma riots in Bravil, it's not a full blown conflict in cyrodiil, it's more or less just in the vicinity of Bravil. During the violence, the lady luck statue was destroyed and the Night-Mother's tomb raided, I don't think the rioters truly knew what or who's tomb that was

How long has it been since the Night Mother first came here? How long since I was made Keeper? How long since I became the fool? Since I've been alone? Since Cheydinhal fell?

It isn't just Bravil.

Well the Dominion basically sacked every city in Cydrodiil aside from Bruma, Cheydenhal, and Chorrol.

I'd imagine that in the process of recovering from that, there would be significant civil strife.

As if we already didn't know this? I played the imperial quest line, too. However talk is cheap.

It seems most people don't know that the Empire actually have most of their legions dedicated to preventing an invasion from the Dominion, at least from the Stormcloak/Empire threads.
