The Jagged Crown Quest Bug?

Searched the forums for my specific problem but can't find it.

My problem is that I cannot even start the quest. I am suppose to meet Galmar and Ralof outside the ruin. But when I arrive at the quest marker there are 4 stormcloak soldiers and Galmar and Ralof never appear. The soldiers just say "what are we waiting for" blah blah blah... I have waited days, fast traveled, reloaded a save, nothing...

Anyone have any idea why they are not showing up at the quest marker?

Still very early in the game, I have not even visited the grey beards but killed the first dragon, that's it.

Have you done the butcher quest in Windhelm? I was in the middle of that one when I went to meet Galmor and the same thing happened. I thought maybe that he wasn't there because he had something to do with the butcher quest line so I went back and finished that. Even though Galmor didn't have anything to do with the butcher ( sorry if that's a spoiler..don't know how it is though ) when I back he and Rolof were there.
This is apparently an issue on the PC too but the only solution I've seen for that is console commands so hopefully the butcher quest thing helps

Didn't know about the butcher quest. Maybe I will start and finish it and see what happens. Thanks

I have heard of all sorts of bugs with this quest conflicting with others, but I cannot even start it, weird...

well I read somewhere that you just start attacking the imperials and it should start the quest, oh well. I will try that

I would recommend putting down your controller turning off your system and selling your copy of Skyrim. It's only a matter of time that after investing nearly a hundred hours into your game Skyrim will become so completely buggy you won't even be able to play any of your saved games. Save yourself the time and frustration and go buy a game that isn't going to totally screw you over. Thank You Bethesda!
