Anyone else noticed that when you enter the Hall of Elements, to your right is the Arcanaeum and left is the Archmage's Quarters. If you enter the Archmage's Quarters and go up one flight of steps, you see the stairs leading down to the Arcanaeum on the opposite side. If you go in, you find yourself in the Arcanaeum and going down one level brings you back to the Hall of Elements.

In short, we know the Archmage's Quarters should be on level 3 but the flight of steps from the Hall of Element's to it is one level too short for that.
