So...is the moot in effect or not?

Question from a PC player waiting patiently for the timed exclusive period to end. I read on a couple websites prior to Dawnguard's release that the moot would be in effect, and a High King would be chosen based upon the player's actions in the civil war. Any truth to that for those who've played through?

I don't see how this could be possible, having not played the DLC, given that it's set during the game and not afterward

Nothing related to the Civil War is in the new DLC. And i doubt any action you take in Dawnguard would affect the outcome of the Civil War as well.
