You must be in vampire lord form to see the vamp perk tree
You must be in werewolf form to see the werewolf perk tree

Opening the character menu while transformed should instead open the skill tree.

Will follow up this with, how do you get perks for it? I have free perks but they don't show up.

As a werewolf you feed off of the hearts of your victims (Must be humanoid victims until you get the savage feeding perk which will allow you to also feed from animals) by clicking on them which will grant you progress towards a perk. As a vampire lord you either use your drain spell to kill your enemy or while meleeing an opponent, once their health gets low enough, you can bite them which will grant you progress towards a perk. The perks for vampire lord and werewolf forms are separate from your regular perks.

That's kinda cool that they have their own perk points so you don't have to worry about using an existing character that is already perked out and not having enough perks left over to take the vamp/werewolf perks.

I only read down a couple of posts, so not sure if this is covered...but I figured I'd add my 2 septims worth anyhow... :D

Vanilla Werewolf didn't have a skill tree. That was something add with the DLC.
Werewolf or Vamp Lord, the skill trees are only accessed while you are transformed.
As to "how"...someone else will need to comment on that. I play on the Xbox360 :P

The perks for these trees are apart from the normal perk points you get for your character. You can perk points for the beast trees by transforming into that beast and either eating the hearts of the kills you make as a Werewolf, or by killing your victims with the drain spell or neck bites as a Vamp Lord.
