First, I want to say that I am overjoyed that housebuilding and adoption have come to Skyrim. Because of this, an already epic game will soon be better.
Furthermore, I could understand the omission of Bosmer/Altmer kids, since both races are fairly rare in Skyrim. I could also deal with no Khajiit kids, because they are seen only in caravans, which is a harsh life. No place for kids in a caravan.
That having been said, I think that you are right about many things. Many Dunmer are permanant residents of Skyrim. They've settled down, likely married, and they should have had children. And with a rough place like the Gray Quarter, some would likely be orphans. The same is true of the Argonians on the docks, unless there is a peculiarity to the race. Maybe Argonian younglings don't develop lungs until maturity, or their smaller bodies can't retain heat well enough to endure Skyrim's icy climate. But we should know about this.
Orcs, additionally, live together in strongholds. They marry, they have kids. So where are the little orcs?
I understand, a $5 DLC won't have everything we want. But a wider range of children, and some facial randomization as well... well, it's not a bad thought, right?
