So i have traveled to Skaal village and i see these people casting some barrier and all the house are locked. do i have to do some quest before i can go here? or what?

You need to get the Bend Will shout by following the Main Quest.
When you use the shout on the nearby Standing Stone, everyone comes to their senses.
Likewise in Raven Rock.
