The person is busy (The College of Winterhold) : V - Skyrim

The person is busy (The College of Winterhold)

There is a huge bug in The College of Winterhold. Tolfrid doesn't respond. There is a constant message 'The person is busy'. How did you overcome this bug? I also wonder why Bethesda doesn't even bother to fix it.
