The Synad and The College of Whisperers. : V

A while back before the game was released, wasn't it said that there would be 2 mage's guilds? The Synad and the College of Whisperers? I recently heard in the game that these two guilds were Cyrodillic Mage's guilds. Was this what they originally meant, or did they change it?

From my knowledge there is one joinable one: College of Winterhold.

Then you meet the Cyrodillic Synod group during the CoW quests. You can't join them.
