I read about the quest called The White Wash on the wiki. It told me to first go to McCarran Concourse and find his journal. However, when I got the journal, the quest never started. Who do I need to talk to or what do I need to do to start the quest?

Try talking with Lt. Boyd. She's in the McCarran Terminal Building, upstairs.

I have another question about this quest. Does anybody know what the Base ID for Cpl. White's Journal is?

i don't know what I did but I could not talk to boyd about it until I first talked to captain curtis...then I got a dialogue option that led to the quest. I had been avoiding taking to curtis because I did not want to do the other quest related to that group of people yet.
