I had my Archery around level 50 with a 40% bonus and my Elven Bow did 28 damage. I now come to find out that at level 64 with a 60% bonus it does...... 28 damage. It hasn't gone up one bit. Does Achery damage cap at a certain point? I really hope I didn't just waste my last whatever amount of perks in archery when it's not doing anything new.

by level you mean skill? I'm not sure what to tell you, my archery skill is around 40ish with 40% but my elven bow is (Exquisite) and has around 30+ dmg so there doesn't seem to be a cap, before the improvements via smithing my bow was down around 21ish area damage.

Of course it does because it's international.

As for cap.. I have not noticed. My glass bow does 57 damage and I don't even have all damage increasing perks.

Does it slow down after a certain level or anything? I put my DB hood on to give my bows another 20% bonus, and it still stays the same.
