Not sure how much info is released about Faction Specifics, but is there any faction very similiar to "The Dark Brotherhood" from Oblivoin?

Well, if you mean a faction that's Chaotic Evil and kills for the Lulz, then not quite, but you do have Caesar's Legion and possibly the Enclave.

You can ally with any faction you want, as long as their ideologies don't conflict. If they do, then they will eventually find out about your allying with another faction and you will have a lot of hit squads sent after you.

It isn't a mod. It's official. Even if there aren't ex-enclave soldiers in the game, you might find it through a quest or while exploring.

Well, you'll find out by playing. The 2 main factions that utterly despise each other are Caesar's Legion and New California Republic.
