Is there a master smith in game that can improve my weapons so that I will not have to put points into the smithing perk?

He can train you and he sells weapons but as far as I know he can't improve your weapon.

Eorlund is a master smith but afaik he won't do any improvements on your weapon/armor, neither will any other npc smith I've met so far... my guess is you won't either since if you could then there'd be no point specializing a perk now would there

Okay so in order to be able to improve my weapons to max i have to invest points into smith?

You must smith your own things and upgrade your own things.

The higher your skill the better the upgrade too. There's Fine, Superior, Exquisite, Flawless, Epic and Legendary. You can only get Epic or Legendary if you have the related perk, i.e. Steel Perk for weapons and armour, etc.
