Yep - with earlier Skyrim versions (up to 1.4), there were certain mods for making Skyrim run more efficiently - the Large Adress Aware patch, TESVAL and SkyBoost. Most of what they did has been included in later Bethesda patches, so they're no longer necessary.
There might still be room for improvement, esp. by tinkering with the settings, but there's no one-stop mod "to make Skyrim run faster" anymore. http://skyrim.nexusmods.com/mods/15123, mentioned by rdum, is one of the more advanced methods of doing that - it tinkers with the settings during run time. But even this provides, in many cases, a smoother experience, but Skyrim runs as fast or slow as always.
