So as the title suggests I have a couple bugged NPC's walking around and I was wondering if there was a console command or series of commands that would force them to get dressed again?

If the npcs are followers, UFO has a "you are naked" dialogue option which reclothes them.

True, but if your followers are naked it's probably because you told them to, and you've got...intentions.

bring up the console and click on the NPC.
type
find the clothes they have and then type
where the x's represent the clothes ID.
If there's no clothes in their inventory, you can add it by using "additem" instead and then using the equip code.
I'm sure there's probably mods that do this, but I don't know of any.
