Is There A Way To Wear Normal Clothes And Still Hold A Decen

I saw, on one of the threads- someone stated that if you manipulate the right perks and abilities, Armor/Clothing is nothing more than an aesthetic decision. Is that true? If so, how?

P.S.

Clothing makes you weaker to everything.. Esp Dragons.

Clothing will always make you weaker. But you can always run faster with Clothing on

Yes. It's called using alteration magic.

Alteration gives you magic based armor rating. As you level in alteration there is a perk that makes the magic armor rating much higher if you aren't wearing armor.

Well, clothing (like Fine Clothes, I assume?) has 0 armour rating, does not come under 'light' or 'heavy' armour, and can not be improved. Therefore, it will always be 0 armour rating. So... no, you can't hold a decent armour rating with clothes.
