OK. So I did some digging. I started f-ing with the console, to see if I could force the game to start "Dampened Spirits"

inputing "setstage TG03 10" didn't start the quest up - it just spat back a long string of "GetInFaction >> 0.00" Not sure what that means. In fact, I'm not able to force any aspect of Dampened Spirits to run (tried stage 10 - 100, and also tried forcing completion with 200), though I am able to force the game to start all other Thieve's Guild quests (TG04 - TG09).
**If I go back in my save games, there's a point where I am able to force "Dampened Spirits" to start. It's from just before I started the main quest "The Horn of Jurgen Windcaller." in terms of my big picture play history, I played the main quest until they told me to see the Greybeards, then ignored the main quest in favor of doing the "Eye of Magnus" and then returned to the main quest again.
Is this helpful? I don't know. Looking back over what I just wrote, it looks horribly confusing. Hopefully someone more intelligent than I am can parse it out.
