Thieves in Riverwood(!) : V

I am level 31 and for some levels now i see every time i go to riverwood thieves.I ve killed 4 of them. Then a courier approached me with a letter from faendal claiming that he saw me dealing with thieves in riverwood and wants to talk with me.However every time i speak to him he says nothing new. Is this a quest?

I've never heard of this happening. That's odd.
